UPDATE: 03.19.2020

CONSTRUCTION PROGRESS

Beginning next week, we will begin to shift traffic to the inside lanes against the median - one lane open in each direction.

​On Monday, March 23, the contractor will begin milling the roadway next to the sidewalks in preparation for the laying of the asphalt. This final paving will complete the roadway from Winona to the end of the job at Bertrand.

​Be sure you stay alert during this last phase of the project. 


WHAT TO EXPECT IN THE NEXT FEW WEEKS
With the onset of the nicer Spring weather, landscaping crews will be installing more plants and placing mulch.

The new signals will also be installed to replace the temporary signal assets we have been using to date.

CONSTRUCTION PROGRESS

Over the last few weeks, our contractor has continued to make significant progress, even through rainy weather.

All concrete sidewalks and driveways are now completed. The new traffic signal arms have been placed and new traffic signal equipment has been completed at Bertrand. All street and pedestrian light poles are in place and all remaining benches, trash receptacles, and bike loops have been installed.


ONGOING WORK
The electricians are pulling traffic signal and fiber optic wires, in addition to wiring up the traffic control cabinets.


The final asphalt patchwork in the bike lane and behind the sidewalk at driveways is being placed.


Landscaping on the south side of Magnolia between Myrtle and Bertrand is being placed and readied for spring.


WHAT TO EXPECT IN THE NEXT FEW WEEKS
The final paving to occur from Winona to the end of the job (Bertrand) this Spring.


The new Stamped Crosswalks will be installed after final paving with warmer temperatures. (55 degrees and rising).

CONSTRUCTION PROGRESS

The $7 million Magnolia Avenue Streetscape Project is nearing completion. The first phase of the project is substantially complete, with work on second phase expected to be wrapped up by spring 2020.

The project includes landscaped center medians and left-turn lanes, street trees, wider sidewalks, bike lanes, safer and stamped crosswalks with pedestrian signals, and enhanced transit stops and shelters on Magnolia Avenue between Jessamine and North Bertrand streets.

Mayor Rogero, City Council members, City staff, TDOT staff, representatives of the project team and neighborhood stakeholders will cut a ribbon to celebrate the streetscape improvements on Dec. 12, 2019 at 10 a.m. near the intersection of Jessamine and Magnolia Avenue.

CONSTRUCTION PROGRESS

Progress on Magnolia Ave is coming along. Phase 1 from Jessamine St to Winona St has received final pavement.

 

Landscapers are installing shrubs and ground cover during the fall planting season. Final touches and clean-up will occur on Phase 1 over the next couple weeks.

 

The transition between phases near Myrtle St will be paved this fall when final paving occurs on Phase 2 to Bertrand St. Work on Phase 2 continues as a new storm system, lighting, traffic signals, curb and gutter, sidewalks, driveways, trees and other landscaping, bus stops, benches, and bicycle loops are being installed.

CONSTRUCTION PROGRESS

All sidewalks, colored concrete pads, curb and gutter, grade work in landscape areas, and asphalt work is complete on the north side. All pedestrian and street light poles are standing on the north side.

Demolition on the south side of Magnolia is in full swing.

Progression Electric will begin installing lighting and fiber optic conduit. Conner Excavation will begin storm water installation.

As Conner Excavation uncovers AT&T duct bank conflicts, Casey Tyree will work out storm water design.

CONSTRUCTION PROGRESS


McKinnon Construction has placed sidewalk from Bertrand to Austin, along with the curb and gutter at Austin and near PBS, and the median curb near this section.  The grading has been completed on the side streets and around the sidewalks and paving has occurred around the center median.  Three pedestrian light pole foundations have been poured with conduit in preparation for the wiring of the lights. Over the next two weeks expect to see more sidewalks, curb and gutter being placed, additional grade work, paving of side streets, and light pole base installations.

Rogers Group curbs/island curbs complete. Trowel Trades to Winona. Southeast patched through Winona. Progression underground complete and started traffic signal poles (6 of 8 poles are up). VEC topsoil and mulch to Winona. SE patching complete except for islands.

 

 

TWO-WEEK LOOK AHEAD

Trowel Trades finishing sidewalks from Winona to Myrtle next week and colored concrete areas. SE to patch around the islands. Progression flying traffic signal arms Monday. 3 weeks after the arms flown all traffic signals should be working except for the ped poles, clam, and push buttons. Progression will have all pole foundations poured by next Friday except for 1 in conflict with existing light pole. Progress lighting crew will start putting up light poles next Tuesday and pulling wire. VEC working on planter areas after Trowel Trades finishes. Benches on the north side are almost all in place

CONSTRUCTION PROGRESS

Flaggers and traffic drums will be on Magnolia Avenue from Winona to Jessamine guiding traffic to allow additional work space for the streetscapes project. 

Curb and sidewalk work continues through to Myrtle, while concrete work through to Bertrand progresses. Topsoil, mulch and trees are being added and foundations for more light poles are going in as well.

Roads currently closed: south side of Winona and Myrtle, Holly, Austin, north side of Bertrand.

 

Storm work is nearly complete along both phases of the Magnolia Streetscapes Project. Signal pole foundations are being poured, while curb and sidewalk work continues. Trees, topsoil and mulch are also going in along the south side of the street.

CONSTRUCTION PROGRESS

Roads currently Closed: south side of Winona and Myrtle, Holly, Austin, north side of Bertrand.

 

All of the sidewalk on the north side has been completed except for a few pieces near Myrtle.
Curb work is completed up to Gibbons except for the radiuses at Jessamine. All storm installation is complete except for the south side at Myrtle.

Concrete work has begun on Phase II of the project. Traffic signal poles are going in along the south side of Jessamine and landscape works continues on the north side.

Underground utility work, curbs and sidewalk work continues.

Road closure update: Austin Street at Magnolia will also be closed for a few weeks as storm work progresses along Magnolia. 

 

Concrete work has begun on Phase II of the project. Traffic signal poles are going in along the south side of Jessamine and landscape works continues on the north side.

Underground utility work, curbs and sidewalk work continues.

Work will begin on the South side of Magnolia Avenue while it is completed on the North side. Landscaping and storm work continues while street and pedestrian light poles are being installed.

Reminder: The Knoxville Covenant Marathon is Sunday, March 31, and the course crosses Magnolia. Be aware of runners!

Curb and gutter work has been completed on the north side of Magnolia Avenue. Sidewalks on the north side are about 75% complete, and bench and bus pads are being prepared.

The storm drainage system is in place past Gibbons Street. Crews have started pouring curbs and gutters at Jessamine Street.

The new storm system is now complete from First Creek to Jessamine Street where the water quality unit is located and installed. The storm system will continue east along the north side of Magnolia Avenue. CONSTRUCTION PROGRESS

You may have noticed a large hole on Magnolia Avenue -- this is a good thing! Crews have dug 25 feet down to tie in the new stormwater system. CONSTRUCTION PROGRESS

It may seem like not much is happening right now, but that's because most of the work is happening underground. In the next two weeks, both underground and above ground utilities will be changing at the corner of Jessamine Street and Magnolia Avenue, leading the way for substantial progress for the project.

We have started the storm sewer work at the west end of the project.  The first step was to do some subsurface investigation work to address some unknowns.  We have excavated and located the unknown utilities and are currently working with the conflicting utility owners to determine the best course of action.
